Sanding or Varnish

Enthusiastic about Wooden Canoes
As you can see in the pics I have some mahogany ribs between fiberglass that need either sanding or varnish removal then sanding. How would you go about this? Should I try and sand off remaining varnish before revarnishing? Or would it be easier to use a varnish removal to get remaining varnish off then sand? I cannot really use a power sander of any kind because I am worried about sanding the fiberglass in between the mahogany ribs. How would you all attack this? I have sanded one by hand that did not have much varnish, and it revealed a really nice mahogany underneath. The ones with lots of varnish are a bear to do by hand... If you think I should do this by hand, what grit would you use to attack the varnish?
