What is this feature??

This photo shows a piece if wood fastened to the seat rail near the stern in a 1923 Carleton Square Stern. It is only on the right side and there is no evidence of anything similar on the opposite side. It is dadoed and on an incline. I don't have any idea what it is. Any thoughts

Maybe it is to put the seat on an angle so the guy could fish easier off to one side, or grab the tiller on the outboard more easily.
 
I am totally clueless, but maybe it had to do with a sailing rig or ? I'd try asking the sailing folks if they've seen anything like it..
