I will be installing the seats in my 16’ Indian girl soon. The bow seat goes onto cleats attached thru the ribs. How does the seat attach to the cleat, with thru bolts or wood screws? Thanks

Two per side for a total of 4 per seat. There was no particular precision involved in locating them. They are never in the exact locations, but eyeball close towards the ends of the cleats and mostly centered. Slotted of course, like the cleats, but brass. The cleat screws are always steel.

How far below the inner gunwale was the cleat located? And they were level with the waterline correct, not the gunwale?

From the bottom of the inside rail, to the top of the cleat:

Brown 2 1/2 inches stern 4 1/4 inches bow
The Brown is probably not a great reference. It looks like a Rushton clone (except for torpedo stems) but, with only a couple around, I'm not sure we have a good handle on what he was up to with his builds.
I can measure my SLBC WW next month when I get up to Hannawa to look it over. I expect it to be very similar to the IG.
