Varnish first or cover first?

Curious about Wooden Canoes
I'm finally getting close to the point where I'm thinking about covering the canoe. Just a few more planks to replace. Do I want to varnish the inside before I cover, or do the varnishing while the canvas filler cures?
 
I do all of the varnishing prior to canvassing. Outwales, on the canoe, too.
After canvas, fill and paint I sand the gunwales and decks for one last coat of varnish.
That cleans up any scuffs from stretching canvas.
 
Are your outwales attached with screws? Mine were originally nailed on. I see you are in Boulder Jct. I took my first canoe trip there, on the Manitowish river.
 
You must have a Kennebec? ....they nailed their gunwales.. Yes, attached with screws...just temporarily. I like to put the outwales on . Then they are easier to sand, and varnish. Handling them off the canoe is a PITA.
