Thwart Placement?

Are there any thoughts/opinions out there on whether a thwart should be placed such that it is adjacent to a rib, or in between ribs? I want to make the boat as strong as possible, but I can see advantages either way.

My 1940 Old Town Yankee had the 2 thwarts placed between ribs, but since it's been rebuilt several times I have no idea how they were installed originally.

Between the ribs lessens the chance of the thwart bolt hitting the ring nails that hold the rib to the inwale.
