Scarfing Inwales In-situ

Have searched the posts for guidance on this but haven't really found anything, anybody got some advice on the best way/trick to create a 10:1 scarf on the inwales when doing a repair near the center thwart, without completely removing the inwale on either side of the repair??? Power planer??? Jig saw then power planer???
 
I'm with Dennis, you can do a lot with some simple hand tools. A fine handsaw (I'm partial to the Japanese Ryobi saws), a bullnose block plane, a chisel, and a straightedge are all you need...

Just be sure you remove all the fasteners first...
