It looks like all the various parts are present, but the assembly leaves a bit to be desired. Even blowing up the photo it's hard to tell what's going on up where the boom meets the mast, but something is rigged improperly there. The leeboard bracket will need to be moved aft, closer to the middle, the halyard needs to be tied to the yard farther up and the sail's corners should be tied out to the end of the spars, spreading the sail without wrinkles before any of the edge lacing is done. More photos would help diagnose exactly what needs to be fixed and how to do it, but basically the in-use configuration should look more like this (ignore the specific measurements as they are for this particular boat.
