These are both rather subjective conclusions of the strength and suitability of this repair.
With this said, I do think this method can save many rails, and would like to see some kind of comparison test.
It could be as simple as; two samples 18" long, one with the repair and one without and place them on a couple 2x4's and stand on the middle.
Start with a small kid and increase the weight until failure.

ps, I did basically this when deciding when section size to make my seats. (I'm a big guy)
