Dan's deck identification guide at http://dragonflycanoe.com/wood-canoe-identification-guide/features-decks/ may be your best option in this case. The lowest Carleton build record is for number 2235 so none of those build records can identify this canoe. Kennebec issued number 15 for a Work Boat in 1917 and a Kiddie Craft in 1931. Their number 1517 was assigned to a 16 foot long Maine Coast lapstrake rowboat in 1920. The information at http://forums.wcha.org/showthread.php?791 may also help with several tips about how to help show a number that is difficult to read. Pictures of the serial numbers and the rest of the canoe can help too.

Anyone have any photos of the Michigan crafts? The lobes on this are so proniunced, , and all the Racines in the catalog have carrying thwarts. Mine doesn't....... And the serial number is on a rib, under, or just forward of the seat.
 
Below is a video I made of a RacineWis Seneca. Don't know if this will help you, as it has long decks, but the s/n is on a rib. We had two RacineWis canoes (16 and 18 feet) with pronounced lobes, no carry thwarts, and s/ns on a rib, and we paddled with a 15'er built the same way. I'll try to find pictures but the canoes are no longer with me. Do you have copies of the journal Wooden Canoe that dealt with Racine canoes? There was more than one issue devoted to them, right before we had an Assembly on the Racines.
