Beam Width

Curious about Wooden Canoes
Early Old Town catalogs spec a beam width for each model. Is this dimension outside gunnel width, maximum width or waterline width? What is the beam width for a 1921 Old Town Otca 17'?
 
The period catalog shown at http://www.wcha.org/catalogs/old-town/dimens-1.gif lists the maximum "Width Extreme" as 35 inches. I have a 17 foot long Otca from 1927 that measures over 33.5 inches to the outsides of the gunwales and the tumblehome adds about half an inch beyond that on each side.
