Best paint for filler base?

Any recommendations on an enamel to use as a starter for traditional filler?

I have used the cheapest stuff I could find for years with no issues. Cant really mess up an oil based paint. Make sure to use an oil based varnish also. I have heard of people using polyurathane and having issues but I know you know that already.

Steve, I've used Sherwin Williams Industrial Enamel as a filler base on two canoes, with good results.

Maybe things have changed (and I wouldn't be surprised!), but a long time ago I was told to avoid Rustoleum because it has (had?) a fish oil base and would behave strangely...

Are you talking about polyurathane varnish or polyurathane in the paint, Or both?
