St. Louis serial # 1331 or 1381 followed by 17

I emailed Gil Cramer with some pictures and he said it looked like a St. Louis canoe he also said Wally Hauck could provide more info from the serial number. Either 1331 17 or 1381 17. Can't decider between the 3 or the 8.
