I ain't no Benson but... me thinks those narrow planks point elsewhere. Also, note the hanger for the stern seat and the untapered ribs. I can't tell you what it is but to my eye OT does not seem like the builder. It's interesting.
 
yup can see that now. thought it was an HW-looking deck at first glance. we dont get any Old Towns over here but for those we sneak across the border from NY so you can appreciate my neophyte guess... practicing with the recurve these days?
 
I agree with Mike that it doesn't look like anything that Old Town built. The painter ring under the stem band is often the sign of a Canadian builder.

Looks like a homebuilt to me. One set of rowlocks are St. Lawrence skiff-style.

You can spend hours on Google Patents looking at forward-facing oar patents.
